Apple introduced a new Safari experience in iOS 15 that moves the address bar and tab interface to the bottom of the iPhone. However, the decision was not well received by every iPhone user.
During the entire beta testing phase, Apple continually optimized and refined the design of the Safari browser on the iPhone based on the feedback from testers. The sixth beta version saw further improvements. The bottom tab bar was redesigned so that it is now displayed below the page content.

In addition, Apple has also added a button to display the address bar at the top of the iPhone instead of the bottom.

iOS 15 Safari: Apple takes feedback seriously
Adding this button to place the address bar at the top should appease those who were upset about Apple's original idea.

When the bottom view option is enabled, Safari provides a dedicated toolbar with buttons at the bottom of the interface, which also provides a improvement compared to the previous floating design.
