Last week, Tim Cook confirmed that Apple Pay will be introduced in Germany by the end of the year. Apple Pay is currently available in 30 countries and is expected to be introduced in Germany by the end of the year.
The "Apple Pay Cash" feature allows Apple Pay users to send money to each other quickly and easily via iMessage without delay. However, this service is currently only available in the USA. It remains unclear whether and when this feature will be offered in other countries.

Apple released a new commercial tonight to coincide with this. Two people argue about who should take whom out to dinner, while sending money back and forth. The iGroup wants to use the commercial to highlight the simplicity of Apple Pay Cash.
