The fourth beta of iPadOS 15, released today, brings changes to Safari. The Safari layout now reflects the updated layout already introduced in the third beta of macOS Monterey.
Until now, Safari on iPadOS looked similar to Safari on iOS. But with the fourth iPadOS 15 beta, things are changing a bit. Apple has its own tab bar added, which is enabled by default, now using the same layout that already exists in macOS Monterey. While the separate tab bar is automatically enabled upon update, there is an option in Safari's preferences to turn on the original compact tab bar that kept everything together.

Apple introduced a compact and unified Safari design with iOS 15 and iPadOS 15 that eliminated the dedicated URL and search interface and instead made each individual tab usable for navigation input.
