Opt-In: COVID-19 notification system without app
The focus of the update is on expanding the COVID-19 API. According to Apple, the update will give users the option to opt in to COVID-19 notifications (motion alerts) without having to download an app from their local health authority. Apple explains:

Use of the feature is voluntary and must be activated separately. This requires the participation of the local health authority. In addition to this fundamental change in the area of movement notifications, bugs have also been fixed and performance improvements have been made.
